honor and an achievement that reflects your long years
of experience in the motor vehicle sales industry,
your dedicated commitment to your community and your
concern for the welfare of Virginia’s citizens.
As a member of this board, you will play a key role in
regulating the activities of Virginia’s motor vehicle
dealers. Like other professions, there is every reason
to believe that Virginia’s automobile dealers will set
higher standards for themselves that those set by
government. At the same time, creation of this board
will relieve dealers of unnecessary government
interference
Despite claims to the contrary, creation of the Board
comes as a boon to consumers. The activities of the
board will further ensure consumer involvement in
motor vehicle dealer issues and consumers will
continue to enjoy the same protection under the
Consumer Protection Act, Lemon Law and Odometer Law
that they have always enjoyed.
I am confident that creation of this board will be a
win-win situation for both consumers and private
industry. It represents a fundamental change in the
nature of the appropriate role of government versus
the private sector and citizenry at large. And, it
represents, in my view, a major opportunity for the
motor vehicle sales industry to further increase its
level of professionalism.

board and shift DMV’s regulatory responsibilities to
their rightful place—in the hands of Virginia’s
citizens.
